What Changes for Developers

Google has announced that it would be imposing memory usage limits on Android applications by February 2027. According to Google, the artificial intelligence (AI) data center boom is causing a shortage of memory chips, and the availability of memory in smartphones is changing. To address the issue, Google would be placing restrictions on dynamic memory allocation and bitmap management. Starting February 2027, Google would be sending remediation notices to applications that would exceed the new memory usage limits. Google also introduced a new diagnostic tool called Memory Limiter that allows developers to check how much memory their applications are using without any issues from the end-users. In April 2027, Google would require developers to implement Zero Tap Sign-In for device migration.

A Structural Problem, Not a Temporary One

This is the first time that the shortage of GPUs for AI is affecting normal users. The demand for memory chips for GPUs used in AI data centers is forcing memory chip manufacturers to limit the supply of memory chips to smartphone manufacturers, especially low-end smartphones. The global memory chip market is a single bucket, and the flow of memory chips to GPUs in AI data centers is depriving low-end smartphones. Google is trying to fix the problem administratively by putting a cap on memory usage on Android applications instead of letting the market forces to balance the supply.
