EU classifies ChatGPT as “very large search engine” under the DSA.
ChatGPT is now considered a “very large search engine” by the EU (DSA) (45M monthly EU users). OpenAI has until Dec 2026 to comply with these new rules.
The European Union has classified ChatGPT as a “very large search engine” (DSA), with over 45 million monthly active users in the EU. Until the end of December 2026, OpenAI must set up a public advertising archive, share data with researchers, publish transparency reports every 6 months, and establish an emergency response system.
This will require new compliance for anyone developing products on top of ChatGPT. The EU Commission will have increased powers to audit the company. Some lawyers even think they’ll be able to request access to the underlying training data and model parameters.
