AI Is Collecting Federal Aid for Ghost Students

An organized fraud scheme is spreading across American community colleges: criminals create fictitious students, enroll them in online courses, use AI to automatically complete assignments, and collect federal grants — the Pell Grant program is designed to support low-income students. The scheme was described by The New Yorker following conversations with several instructors.

1How the Scheme Works

Fraudsters register fictitious individuals in asynchronous online courses where student identity is never verified. AI automatically writes essays and completes assignments. Federal aid money flows to the fraudsters as long as the "students" remain formally enrolled in the program. Professor David Song at East Los Angeles College noticed suspicious participants through a name mismatch: in a class made up predominantly of Latino and Asian students, individuals with conspicuously Anglo-Saxon names suddenly appeared, submitting work that was clearly AI-written.

2Why It's Hard to Stop

Asynchronous online learning deliberately does not require real-time identity verification — that's exactly what makes it convenient for distance learners and simultaneously vulnerable to this kind of scheme. Professor David Roach estimates that more than half of the written work submitted by his history students is AI-generated. According to him, despite the text being obviously machine-written, no one complies with the requirement to disclose AI use.

This is the first documented case of AI being used industrially to systematically defraud a government education system — with no live operator on the fraudsters' side. The full financial toll has not yet been established, but the scheme scales at zero marginal cost.
