Boko Haram and ISIS have special AI departments.
According to a Cambridge Study, Boko Haram and ISIS are creating their own AI teams to plot terror attacks and create weapons.
The Cambridge Programme on AI Science & Policy recently published a report detailing how Boko Haram and ISIS have been using ChatGPT, Claude, Gemini, and DeepSeek to plan terror attacks and manufacture explosives. They conducted 57 interviews with 27 ex-members of both groups.
Each branch of Boko Haram has set up “dedicated AI teams,” while ISIS has been training its leaders on how to circumvent safety measures since 2023. For example, they have used AI to figure out how to jump motorcycles over trenches; 18 people died out of 26 tries.
The report states that safety measures are consistently being circumvented — even companies like OpenAI and Anthropic admit they cannot completely prevent misuse. This is the first major university-backed evidence showing that AI safety is more than just a theoretical concern. AI firms’ self-regulation is insufficient to stop dangerous applications from being developed in the real world.
